So I have an Echo plus and to echo gen 2's in the house. Does the Echo Plus act as a bridge allowing the Echo's to control Hue light bulbs for example ?

Yes, but only at a basic level. On/off and dimming only I believe, definitely not colors, which is why you get a white hue bulb with the plus.
