Title: "Sorry, [device] isn't responding"

I've not infrequently had Alexa give me this response when trying to activate (or deactivate) various devices, from a Hue bulb to an iHome Smartplug. But even as Alexa is saying the device isn't responding, the device is actually doing what I asked. What's going on?
