Title: Can Alexa make a call using cell minutes rather than data?

I have the Alexa app on my android phone (Galaxy S10) and I'm wondering if there's a way to have her place a call using my cell minutes rather than a VOIP call.  This is something I could do with Google Assistant and with Bixby, but I haven't find a way with Alexa.  Is it possible?

you can with auto, buds and frames.   not sure if you can without those devices.   you can try turning off wifi and data and see if it works.
