Is there a skill which will sync my Phillips Hue lights with sound, like thunder and lightning.

AFAIK, no.
I doubt an alexa app would work very well, as there would be a slight delay between alexa and hue I would think. But it is a nice notion.
I use these apps quite a lot:
https://play.google.com/store/apps/details?id=nl.mediavibe.huethunder
https://play.google.com/store/apps/details?id=nl.mediavibe.hauntedhouse
https://play.google.com/store/apps/details?id=io.scottdodson.firestorm.hue
I have more similar apps, but the above are great for 'ambient' sounds & lights (f.i. a rainforest, campfire or in case of haunted house, sinister strings minus the big noises).
I have some more that are great for Halloween effects (like a spooky sound + light effect after triggering a motion sensor), so what apps would be best for you depends on your user case.
You could use a phone or tablet for sound, I tend to stream mine to my 7.1.1 sound system using bt however that creates a slight delay and that annoys me sometimes...

I used the huethunder app but wasn't what I was looking for because it required my phone for sound. I don't want that as a "put to sleep" media player.
