Contact Amazon Echo Support to have them change the country of operation (if possible)... If it's not possible, then you should be able to buy a new one for the new area... They're not that expensive, however, no purchase is cheper, I get that too. Just throwing out ideas that might be...

since there are several echo dots, and they reset differently, you need to give the generation of the model you have. Maybe the following link will have the model you need.

Over time, some Echo devices become deaf. In my opinion this is probably due to dust, grease, hair spray, or whatever else is in the air. Most electronics run warm, so warm airs rises through the ventilation holes on top and draws cool air from other places such as the holes where the mics are. As air moves through the holes, tiny amounts of dust, grease, whatever else attach themselves to the mics. Over several years, your Echo becomes deaf.
To illustrate, I have an Echo Show 5 in my kitchen. It's about 8 ft away from the stove. Just by touching its screen, I could feel a sticky film over it. I assume that the same sticky film got into the mics as well. Of all of my Echo devices, that particular Echo Show 5 is the most hard of hearing. I could be speaking 5 ft away from it in the kitchen and the Echo Dot 15 ft behind me in the living room would answer.
I don't know of a good way to clean grease off the mics without damaging it. So when you are completely fed up with it, that's the time to replace it.

Two things you need to do for a hard reset.
1. Go to the Alexa app and de-register the Echo device.
2. Physically reset the Echo device by pressing a combination of buttons. Every Echo device has a slightly different way to do this. See this Amazon help page to find your device: https://www.amazon.com/gp/help/customer/display.html?nodeId=GXSS2ZF8TA78X865
