Is there anyway to slow down/speed up Alexa's text to voice function?

Unfortunately no. That's been asked several times before, and the best thing to do is to let Amazon support know that you want this feature. Implementing the text to voice speed is so trivial that they can do it with almost no effort. But Amazon probably won't do it unless a bunch of people ask for it.
