Title: Set volume of Alexa voice independently of streaming music volume?

Can I set the volume of Alexa's voice to be quiet but the playback volume of streaming music (Spotify, Amazon Music, etc) to be loud?

No.  There is only one volume setting per Echo/Dot/Tap device.

Actually there are several settings for volume. Alarms, for example, can remain loud while music on that same Echo plays softly. This would be about the device's internal sound mixer. Depending on the build, that might or might not be addressable in future firmware releases.

Yes, but only one setting available for spoken responses and streamed audio.
