Title: Unable to configure device language Error 15:1:26:0:2

I'm trying to set up my Aunt's Echo dot in California, but it keeps giving me this error. She is a snowbird, so she spends about 6 months in the US, and 6 months in Canada.  Going through the setup, it has Canadian English as the default english, probably because her amazon account is for her home in Canada.  It doesn't like me to keep that and gives the above error.  If I try to change it and tell it to use US english, it still gives the same error.

How do I get past this error and get this installed?
