when the echo app start it asks to allow access Location,,
if i said no would echo still work????

It might work but it won't be very useful. Without location you won't get accurate weather traffic movie listings nearby stores such as gas stations grocery stores restaurants Etc.

... and time! How can Alexa tell you what time it is if she doesn't know where you are?

you can manually type the location in the app so it should not make a difference.
the reality is, it is easy to check. only takes a few seconds whereas it took 40 minutes to get the first reply to your question :-)
