Title: If the network is down will echo be unresponsive

I expect it won't be able to pull music and information but do we lose the alarms also? I.E morning alarm to wake up.

Yes, as everything comes from the Cloud. I wouldn't rely on Alexa on her own for alarms if I had to be up at a specific time; I'd use a battery-based backup (eg a phone) as well.
