Hello there.
Yes something like l http://192.168.1.79/relay/0?turn=on
I would like to enable this via echo. Possible?

If you run a software bridge like HA-Bridge you can trigger url actions. This would require it running on a PC or Pi 24/7 or at least when you needed to trigger a url.

For something like that you definitely need to create your own skill.
It's not all that difficult. But you do need to sign up for an Alexa developer's account (free) and learn how to create skills.
I have several custom/private skills that I use for various tasks that pings web servers for a specific response. Then Alexa reads that response to me.

It is possible to also do this with Samsung's smartthings (no hub required) Create the call using the SmartThings developer tool and load the SmartThings skill in Alexa. Then discover devices your new url call will show as new device.
