What exactly do you mean?

You can have alexa perform a series of actions when you say a custom phrase, that is called 'routines'.

Is that what you mean?

I see that you can create a Routine on the app on my phone, but not on the pc interface. As an aside, I find it confusing that the two interfaces differ. There's a real learning curve and this makes the incline a bit steeper.
