I do not store or send music from my PC nor phone; too old fashioned.  All my music and video files are stored on  and distributed from my NAS device (aka Network Attached Storage)  to my other devices for playing. Anyone with a good size collection of media files (music, photos and videos) should look into having one today.  They come in different capacities and prices.

I have not seen any memtion of Plex yet.

If you copy your music from the phone to your PC  or NAS box and then make one if those into a Plex server, Echo can be made to connect to it.

"Alexa tell Plex to play artist Chevala Vargas."

I have it working here at that level on my  NAS box.  I assume the same thing can be implemented on any Windows PC.

OTOH, I have not worked out the various command syntaxes yet, but it's there and I don't have to run down my phone's battery Bluetoothing to the Echo.

If you have a pc, you can easily play music from it thru your echo using numerous different skills.  Streaming from your phone is the hangup.

I suggest OP google his question versus asking in this single forum.
