Help with Set-Up of Smart Devices

All the information I have about my questions along with pictures.

I’m a quadriplegic in need of some help getting my Amazon Echo's smart device switches set up to control my lights and ceiling fan. I have no movement below my shoulders so this would give me the ability to do a couple of things on my own especially late nights when my parents are sleeping and I am awake using my computer or watching a movie on the television.

I live in Southern California, City of Orange so if anybody knows any electricians or somebody with the skills to help with set up I would appreciate any information.

I have:

    Amazon Echo - It is hooked up and working fine.
    Lutron Caseta Wireless Smart Bridge (L-BDG-WH?) and a dimmer kit. These are still in the box. (pictures below)
        2 Light Switchs in the Kit: Lutron P-PKG1W-WH Caseta wireless 600-watt/150-watt Multi-Location In-Wall with Pico Remote Control
    Casablanca Panama Ceiling Fan: Model: 6611D (http://www.casablancafanco.com/Parts-Manuals) The fan was installed 2004.

I would like:

    A switch for my ceiling fan so that I can control it's on/off and speeds with my voice. Are there any switches that will work for the fan I already have? There is no light on the fan. If my ceiling fan will not work are there any suggestions for a new ceiling fan without a light that is reasonably priced?
    Advice and recommendations on other smart devices to help give me more independence that aren't crazy expensive

About my room & wiring:

My room is an addition that was added on in 2003 to the original house. I was recently told by an electrician that there is a neutral wire for the switches. I don't know how he figured that out by looking at the pictures below but that is what he said. I have two rows of lights, each row controlled by a different switch.

If there are any other awesome ideas to give me more independence I would be grateful to hear them.

 I hope someone here can help you.  This is above my pay-scale  :P  Have you contacted Lutron.  We have a house full of Lutron devices.  I've had reason to contact them a couple of times and they've been extremely helpful.
Have you called Casablanca to inquire about the fan you have now or if they have one that will work with smart devices?

I have not contacted Lutron but now that you had suggested it I definitely will. I did contact Casablanca. They have a switch that will do an on/off function but not the different fan speeds which I do use a lot. I am asking someone to change the van from medium to high or vice versa often throughout the day.

Smarthome carries a insteon fan control which will work with existing fans however reviews are not to favorable

You would most likely require an additional controller (ISY) which is said to work with Alexa.

Another option is get a fan with a built in RF remote, several manufactures make these now.
I have a Hunter with a RF remote which does light and fan on/off/speed .

Then get a cheap Broadlink RM Pro (there is a way to use it with Alexa posted on the forum here)
It can learn the 315/433mhz  RF or IR required signals for most devices.

While looking up remote controlled fans I found Amazon carries a remote kit to add to existing fans which would be cheaper then a new fan

that is if you went with the Broadlink
